Nineteen of the Russian's 21 championships have been won on hardcourt
A resurgent Medvedev won his first trophy for 882 days with victory over Frenchman Moutet in the tournament title decider.
Medvedev, a former number one, has had a challenging period, achieving just one match at the Grand Slams and experiencing a setback at the New York tournament.
The player's unpredictability on the tennis tour - and issues with his serving in especial - caused him exiting of the elite rankings and finally parting ways with former mentor Gilles Cervara.
Now collaborating with Thomas Johansson and Rohan Goetzke, Medvedev has steadily improved in the recent weeks - peaking in a tightly fought 7-5 4-6 6-3 win over challenger Moutet.
This marks the player's maiden championship after the 2023 Rome Masters and first on a hardcourt since March of the previous year.
The win also signifies the Russian has achieved 21 championships at twenty-one various events.
"It's the first time I have attended a event with my both daughters at once, so to win a title is really nice," commented world number 14 Medvedev.
"This championship is in dedication of my child my daughter, because the first title I won when my child her name was delivered was for her."
The athlete, the past champion, had lost his last six championship matches, featuring in Halle in the past months.
His defensive approach and recurring reactions on court had led commentators to question if his skill to perform at the highest level was over.
Yet the athlete has altered his approach in the last few weeks, making an effort to advance forward and play positively, supported by an improved service.
Medvedev fought back from a disadvantage in the initial set against the difficult Moutet, winning 4 of the final five points to gain the advantage.
Both players traded service breaks in the middle set before the Frenchman, attempting for his first professional victory, gained dominance to create a final set.
The opponent saved 4 early break points in a competitive third set before the Russian secured a break to fifteen to serve for the match.
Appropriately, Medvedev secured the title with a rally at the net, with his opponent incapable to handle a volley after over two and a half hours.
